What’s changing with DVSA test booking and why it matters (from an instructor’s point of view)
As a driving instructor working day in day out with learner drivers, I know how frustrating it’s been recently: long waiting times, difficulty finding test slots, and uncertainty if a “cancelled” test will ever become available again. That’s why I’m encouraged by the latest changes announced by the DVSA. They might just go a long way toward making the system fairer, more efficient, and ultimately get more learners on the road when they’re ready.
✅ What are the new rules
From 8 April 2025, for car driving tests, the cancellation notice period has changed. Learners now need to give 10 full working days’ notice to change or cancel a driving test without losing their test fee. That’s up from the previous 3 working days.
This is part of a wider package of changes from DVSA in their so-called “7 point plan” aimed at reducing how long learners have to wait for tests.
Another set of changes was confirmed in November 2025 following the consultation on test booking rules. When the new rules kick in (expected in spring 2026), only learner drivers themselves will be allowed to book or manage their car driving tests. Instructors and third party services will no longer be able to book on behalf of learners.
Additionally:
• Learners will be limited to making up to two changes overall (for example, one date change and one swap).
• If they change test centre location, it will need to be within a certain geographic area near the original booking.
These changes are designed to cut out misuse of the booking system, particularly the resale of test slots at inflated prices, and bot driven mass bookings that make it harder for genuine learners to get a test.
🎯 Why DVSA did this and what they hope to achieve
The main motivation behind these reforms is to reduce the backlog of learner drivers waiting for tests. Cancelled or rescheduled tests with only a few days’ notice often go unused, making it practically impossible for other learners to snap them up in time. By giving more notice, DVSA hopes more of those slots will be reallocated.
Plus, by cutting out third party reselling and restricting who can book tests, the system becomes more transparent and fair. Learners will pay only the standard fee, and test slots should go to those ready to take them, not to the highest bidder.
Overall, DVSA’s plan includes recruiting more examiners to increase capacity, so these booking reforms sit alongside efforts to expand the system’s ability to deliver more tests.

Fairer access to test slots
Because test reselling and slot hoarding are discouraged, genuine learners stand a better chance of getting a test when they need one.
Less pressure to accept a test slot when unready
With the longer cancellation window, learners don’t have to panic book a slot just to “get on the books”, only to risk failing because they weren’t ready.
Better use of wasted slots
Fewer last minute cancellations or no shows means those slots are more likely to be reused, helping to reduce overall wait times.
More control over bookings
By requiring learners to book their own tests, it ensures your booking is genuinely for you, not someone else. No dodgy back channel swaps from third party providers.
Potentially shorter waits for ready learners
As the system becomes more efficient and fewer slots go unused, slots should open up more reliably for learners who are genuinely ready to take a test.
⚠️ What you do need to watch out for
Because the cancellation window is now 10 full working days, learners have to plan ahead more carefully. If you leave it until nearer the test date and then realise you’re not ready, you risk losing the test fee.
Also, once the future rules come in, you’ll have limited flexibility: only two changes allowed, and if you change test centre location it must be nearby. That means if you need to move far or change more often, you may need to cancel and rebook, which isn’t ideal.
